Dr. Borromeo is the Dean of the College of Education of the De La Salle University (DLSU). He is the former Chair and Associate Professor of the Educational Leadership and Management Department in the College of Education of the same university where he handled courses in Strategic Planning and Management, Leadership and Management, Educational Research and Education and National Development.
Prior to his current appointment, he served as Vice-President (1993-1999) and President (1999-2001) of the Fund for Assistance to Private Education (FAPE), an organization committed to the development of private education in the Philippines. At DLSU, his administrative experiences include appointments as Director for University Planning, Chairman of the Educational Management Department, University Registrar, Coordinator of the Doctor of Management Program and Director of Admissions.
He has conducted seminars and workshops on Strategic Planning and Management, Human Resource Management, and Management of Organizational Culture for educational institutions and service organizations in the Philippines and in other Asian countries. In 2002, he served as country expert for the Flemish Interuniversity Council.
In the Philippines, he has served as consultant on Strategic Planning and Management to the Commission on Higher Education (CHED), and various educational institutions and religious congregations. A Chairholder of the Bro. Andrew Gonzales, FSC . Distinguished Professorial Chair in Educational Management, his research interests are in strategic planning, spirituality in management, program evaluation and private education finance.
He has a Bachelor of Arts degree (magna cum laude) from the Notre Dame of Dadiangas College and Master of Arts in Educational Management and Doctor of Education degrees from De La Salle University. He earned a postgraduate Diploma in Educational Planning and Management from the University of London Institute of Education as a British Council Fellow in 1985. He completed the British Council specialist course in University Administration at the University of Salford, England in 1992. He has attended the International Seminar on Strategic Management of Universities at the University of St. Andrews, Scotland and has participated in the Management Development Program (MDP) at Harvard University.
